From the Authoritative Guide to Lionel's Postwar Operating Cars:
"Every Lionel finished good included a 'packet' of documents, which when taken as a whole was the bill of materials for the fully assembled (boxed or unboxed) finished good. These files list every part, subassembly and processes required to make the finished good. Also included was the boxing and packing information. Per former Lionel employees, these were known as 'Operating Packets.' Lionel’s production control department created and managed these documents. Production Control Files provide a complete list of materials used to manufacture items, changes to the manufacturing processes, a list of the molds and tools used, as well as a complete list of every peripheral a component boxed item included."
